I'm certainly no expert on the EU but I agree questions about its legal personality are pertinent and intriguing. In some ways it behaves like a state, in that it can be a member of some treaties and participate in the work of international organizations. In other ways it appears to be an Inter-Governmental Organization (IGO) comprised of sovereign members. In any event, it is certainly moving towards a federal system of governance that resembles in certain ways the US federal system. In light of this trend, I am very curious what Europe will look like politically in 50 years.

Sorry I can't offer any better insights. I know there are some good works on EU law that may be able to answer specific questions.
