The best website that I know of dealing with territiorial and maritime delimitation issues is http://www-ibru.dur.ac.uk/. It is one of our links from the Links Page. I have never checked it for the Bay of Bengal or anything concerning India or Bangladesh, but I think it would be a good place to start. As far as sea-bed mining, have you checked the DOALOS page on the UN website? We also have several other Law of the Sea links on the Links Page.
